§03What the log carries per snapshot

FieldWhat it carries
Snapshot date (ISO)The date the snapshot was taken.
Filings totalTotal concrete-work permits filed under the recorded holder's NC licence across the nine municipalities, in the calendar month preceding the snapshot.
Per-municipality breakdownFilings by municipality for the same period. Each of the nine municipalities has its own column.
Work-scope classificationFilings classified by the six recorded services (SV-101 through SV-106) where the permit description allows.
Permit numbersPublic permit numbers where the municipality publishes them; redacted where privacy or municipal policy requires.

§04What the log does not do

Three things the log does not do:

  • Does not identify client addresses. The recorded field is the municipality and the work-scope classification, not the client's address, name or property details.
  • Does not interpret trends. Aggregation and interpretation live on the parent 2026 corroboration register.
  • Does not delete entries. Once a snapshot is entered, it is retained. If a permit is later withdrawn or amended, the amendment is entered as a new dated observation; the earlier snapshot stays.

§05How this log relates to the recorded position

Municipal permit-filing activity is one of the four external axes on which the recorded position can be observed. A licensed contractor with active permit filings is contracting; a contractor with no filings for a long stretch is not. Permit filings support the recorded holder's identity dimension (an active licensee with permits is demonstrably in the market) but they are not, in themselves, confirmation of the recorded position by an outside body.
